Declares that: (1) provisions of the Trade Act of 1974 provide the President authority to respond to European Economic Community (EEC) subsidization of wheat gluten exports to the United States by the imposition of additional duties or quotas; (2) such subsidization of agricultural products to the United States has been found to violate the General Agreement on Tariffs and Trade; (3) the U.S. Trade Representative (USTR) should institute import relief proceedings to respond to such practices; and (4) if consultation with the EEC fails to eliminate such practices, the USTR should recommend to the President and the President should impose relief to offset such subsidies.
