Amends the National Housing Act to limit the fees that may be charged by the Government National Mortgage Association for the guaranty of mortgage-backed securities.
Requires the Secretary of Housing and Urban Development to certify to the Congress that any proposed fee increase is solely for specified permitted purposes.
