Amends Federal veterans' benefits provisions to increase the per diem rates paid to States for the provision of hospital care, domiciliary care, and nursing home care to veterans in State homes.
Grants the Administrator of Veterans Affairs authority, after July 1, 1987, to award transition-year grants to States for the construction of facilities furnishing hospital care, domiciliary care, or nursing home care to veterans.
