A bill to require the President to submit to Congress annual reports on the proceedings of the Standing Consultative Commission established under the ABM Treaty of 1972.

Directs the President to submit to the Congress an annual report on the proceedings of the Standing Consultative Commission established under the ABM Treaty of 1972.

Requires such report to be submitted in classified and unclassified forms and to include: (1) transcripts of meetings of the Commission; (2) memoranda of conversation concerning such meetings; and (3) other documents relevant to the proceedings.
