Suspends through FY 1989 the military education program for civilian technicians of the Army National Guard.
Directs the Secretary of Defense, no later than December 31, 1988, to report to the Senate and House Armed Services Committees on the Military Education Program of the Army National Guard concerning the cost-effectiveness and other characteristics of such program.
