Directs the Secretary of Defense, during FY 1988, to initiate full-scale development and testing of systems and components of the Strategic Defense Initiative (SDI) in order to achieve an initial deployed operational capability for such systems and components during 1993. Outlines SDI deployment requirements.
Directs the Secretary, no later than 90 days after the enactment of this Act, to report to the Congress identifying additional funding requirements necessary to achieve the above goal.
