Prohibits any national of a Warsaw Pact country from being employed as a foreign national employee at a U.S. diplomatic or consular mission in any Warsaw Pact country.
Makes an exception to such prohibition for any foreign national who is not permitted access to the embassy or consulate grounds or the residence of the chief of mission or the deputy chief of mission.
Expresses the willingness of the Congress to provide additional funds to employ U.S. citizens as replacements.
