Authorizes the Administrator of the Environmental Protection Agency to make grants to provide alternative water supplies on a temporary basis and provide permanent remedies for water supply problems resulting from groundwater contamination. Limits the Federal share to 50 percent. Requires the Administrator to report annually to the Congress on grants made.
Authorizes appropriations for FY 1988 through 1990.
