Amends the Military Selective Service Act to provide that any person required to register for selective service under such Act who applies for any form of educational assistance benefits under provisions of the Higher Education Act of 1965 shall be considered, by reason of such application, to have registered for selective service.
Directs the Secretary of Education to promptly notify the Director of the Selective Service of each person who so registers.
