Panama Canal Act Amendments of 1988 - Amends the Panama Canal Act of 1979 to remove provisions stating that, in meetings of the Supervisory Board of the Panama Canal Commission, only one proxy may be valid at any one time.
Prohibits, except as provided in such Act, funds available to the Commission from being made available to any other agency.
Prohibits the Commission from obligating or expending funds for widening of the Gaillard Cut section of the Canal unless specifically authorized by law enacted after enactment of this Act.
