Amends the Outer Continental Shelf Lands Act to revise the State and Federal consultation procedures applicable to certain determinations of the Secretary of the Interior regarding proposed lease sales or development and production plans. Requires the Secretary to weigh equally the need for oil and gas production and the need to protect coastal zone resources and the marine environment in reaching such a determination.
