A resolution approving the continuing dialogue between the governments of Angola, Cuba, South Africa, and the United States, intended to promote agreement on the withdrawal of all foreign forces from Angola and the independence of Namibia.

Expresses the sense of the House of Representatives that the President should: (1) continue to pursue multilateral initiatives aimed at removing all foreign troops and military advisors from Angola; and (2) assist the achievement of national reconciliation and independence in Namibia by urging all parties expected to take part in elections to meet and approve a Constitution which embodies a Bill of Rights and guarantees democratic principles in a multiparty system.
