Infrastructure Fairness Act of 1987 - Prohibits the receipts and disbursements of the Highway Trust Fund and the Airport and Airway Trust Fund which are allocable to the transportation-related operations of such Fund from being included in either the Federal budget as submitted by the President, or in the congressional budget.
Exempts such Trust Funds from any general statutory budget limitation.

Read twice and referred jointly to the Committees on Budget; Governmental Affairs pursuant to the order of August 4, 1977, providing that if one Committee reports, the other Committee has thirty days of continuous session to report or be discharged.
