IN THE HOUSE OF REPRESENTATIVES January 3, 1989 Mr. DONNELLY (for himself and Mr. MONTGOMERY) submitted the following concurrent resolution; which was referred to the Committee on Foreign Affairs CONCURRENT RESOLUTION Expressing the sense of the Congress with respect to action that should be taken to account for Americans listed as missing in action from the Korean conflict. Whereas the United States Government has a responsibility to achieve the most accurate possible accounting of Americans missing and unaccounted for while serving their country; Whereas some progress is being made toward achieving such an accounting with regard to Americans listed as missing in action in Southeast Asia; Whereas the Department of Defense reports that 8,177 Americans are unaccounted for from the hostilities in Korea during the period 1950-1953; Whereas the Department of Defense further reports that of those still unaccounted for, 389 were prisoners of war known to have been alive, but in Korean custody, before the 1953 cease-fire; Whereas the Democratic People's Republic of Korea has repatriated some, but not all, of the remains of American citizens who served in the Korean conflict; Whereas the Democratic People's Republic of Korea has never provided the remains, or an accounting, of the 8,177 Americans still unaccounted for or of the 389 missing prisoners of war since the cessation of hostilities in 1953; Whereas there remains a possibility that American citizens listed as missing in action after the Korean conflict are still alive; Whereas there remains a possibility that American citizens known to have been prisoners of war during the Korean conflict are still alive and held in captivity; Whereas the Government of the United States deals only with the Democratic People's Republic of Korea through the Military Armistice Commission at Panmunjom, Korea; and Whereas the Government of the United States has a moral obligation to expend every effort to obtain a full accounting of the fate or whereabouts of the 8,177 Americans still listed as missing in action from the conflict in Korea: Now, therefore, be it Resolved by the House of Representatives (the Senate concurring), That it is the sense of the Congress that the President should formally request the Democratic People's Republic of Korea to undertake a search for, and provide an accounting of, the whereabouts or fate of the 8,177 Americans listed as missing in action from the conflict in Korea.
