IN THE HOUSE OF REPRESENTATIVES

Mr. KOLTER introduced the following joint resolution; which was referred to
the Committee on Post Office and Civil Service
JOINT RESOLUTION
Designating October 8 through 14, 1989, as `National School Lunch Week'.
Whereas the school food service is the oldest and the largest of the child
nutrition programs;
Whereas only the Armed Forces produces a greater number of meals in the
United States than the school food service;
Whereas in 1988, an estimated 23,700,000 children participated in their
school lunch programs;
Whereas studies have shown that a good balanced meal helps a child's academic
performance;
Whereas a school lunch program is an integral part of a child's educational
day and such a program should be available to all children;
Whereas students who eat school meals have a higher intake of energy and
essential nutrients than students who select lunches from other sources; and
Whereas the chief responsibility of the school food service is to assure
that children will not suffer academically because they are hungry: Now,
therefore, be it
  Resolved by the Senate and House of Representatives of the United States
  of America in Congress assembled, That October 8 through 14, 1989,
  is designated as `National School Lunch Week', and the President is
  authorized and requested to issue a proclamation calling upon the people
  of the United States to observe such week with appropriate programs,
  ceremonies, and activities.
