IN THE HOUSE OF REPRESENTATIVES February 28, 1989 Mr. HOPKINS (for himself, Mr. ROE, Mr. WHITTAKER, Mr. ROGERS, Mr. HUBBARD, Mr. BUNNING, Mr. LIGHTFOOT, Mr. LEACH of Iowa, Mr. PALLONE, Mr. FUSTER, and Mr. RANGEL) introduced the following bill; which was referred to the Committee on Public Works and Transportation A BILL To amend the Water Resources Development Act of 1986 to provide Federal cost sharing for water supply projects, and for other purposes. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. DECLARATION OF POLICY. Congress declares that there is a national interest in the development of adequate and dependable sources of water for municipal and industrial purposes through Federal funding and other assistance for construction of multipurpose water resource projects which include municipal and industrial water supply as a project purpose. SEC. 2. COST SHARING. Section 103(c)(2) of the Water Resources Development Act of 1986 (33 U.S.C. 2213(c)(2)) is amended by striking out `100 percent' and inserting in lieu thereof `35 percent'. SEC. 3. OPERATION AND MAINTENANCE. The Secretary of the Army, acting through the Chief of Engineers, may enter into agreements with non-Federal interests providing for Federal cost sharing with respect to operation and maintenance of civil works-- (1) the primary functions of which are municipal and industrial water supply, and (2) which are constructed on or after the date of the enactment of this Act with Federal assistance from the Secretary. The Federal share of the cost of such operation and maintenance shall be in accordance with section 103(c)(2) of the Water Resources Development Act of 1986.
