Amends the Harmonized Tariff Schedule of the United States to reduce, through December 31, 1992, the duty on certain machine tools for grinding or honing.

To reduce temporarily the column 2 rate of duty on certain machine tools
for grinding or honing.
  Be it enacted by the Senate and House of Representatives of the United
  States of America in Congress assembled,
That subchapter II of chapter 99 of the Harmonized Tariff Schedule of the
United States is amended by inserting in numerical sequence the following
new subheadings:

  SEC. 2. The amendment made by the first section of this Act apply with
  respect to articles entered, or withdrawn from warehouse for consumption,
  on or after the 15th day after the date of the enactment of the Act.
