Postal Service Voter Registration Facilitation Acts of 1989 - Directs the Postal Service to provide voter registration forms whenever change-of-address forms are provided to postal patrons. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SHORT TITLE SECTION 1. This Act may be cited as the `Postal Service Voter Registration Facilitation Acts of 1989'. VOTER REGISTRATION FORMS AND CHANGE-OF-ADDRESS FORMS SEC. 2. Chapter 4 of title 39, United States Code, is amended by adding at the end thereof the following new section: `Sec. 413. Voter registration forms to accompany change-of-address forms `(a) On each occasion when the Postal Service provides a change-of-address form to a postal patron in any State, it shall also provide to each such postal patron a voter registration form along with each change-of-address form. The Postal Service shall not be obligated to provide voter registration forms in any State whose voter registration authority has not provided voter registration forms to the Postal Service. `(b) As used in this section-- `(1) `State' means a State of the United States, the District of Columbia, the Commonwealth of Puerto Rico, and any territory or possession of the United States; and `(2) `voter registration authority' means that agency or organization duly constituted or designated by the State government to register voters and maintain the official rolls of registered voters.'. CONFORMING AMENDMENT SEC. 3. The table of sections for chapter 4 of title 39, United States Code, is amended by adding at the end the following: `413. Voter registration forms to accompany change-of-address forms.'. NOTIFICATION TO THE STATES SEC. 4. Promptly after the enactment of this Act, the Postal Service shall notify the voter registration authority of each State of the enactment and mail a copy of the public law to each such voter registration authority. SEC. 5. This Act shall take effect on the date of enactment.
