Directs the Secretary of the military department concerned to award the Purple Heart to an individual serving with the armed forces or as a civilian in any capacity with the armed forces who was taken prisoner and held captive before April 25, 1962, while engaged in an action against an enemy of the United States, while engaged in military operations involving conflict with an opposing foreign force, or while serving with friendly forces engaged in an armed conflict against an opposing armed force in which the United States was not a belligerent party, in accordance with award standards for individuals who were held captive on or after such date.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That (a) the Secretary concerned shall award the Purple Heart to an individual specified in subsection (b) who was taken prisoner and held captive before April 25, 1962-- (1) while engaged in an action against an enemy of the United States; (2) while engaged in military operations involving conflict with an opposing foreign force; or (3) while serving with friendly forces engaged in an armed conflict against an opposing armed force in which the United States is not a belligerent party; in accordance with the standards that are in effect on the date of the enactment of this Act for the award of the Purple Heart to an individual specified in subsection (b) who was captured and held captive under such circumstances on or after April 25, 1962. (b) An individual referred to in subsection (a) is-- (1) a member of the Armed Forces of the United States; or (2) a civilian national of the United States serving in any capacity with the Armed Forces. (c) For purposes of subsection (a), the term `Secretary concerned' has the meaning given to such term in section 101(8) of title 10, United States Code.
