Amends the Federal Election Campaign Act of 1971 to increase from $15,000 to $40,000 the aggregate amount a multicandidate political committee may contribute to a national political party's committees in any calendar year. Increases from $5,000 to $20,000 the aggregate amount such committee may contribute to any other political committee (excluding a candidate's political committee).

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. INCREASE IN LIMITATIONS APPLICABLE TO CONTRIBUTIONS BY MULTICANDIDATE POLITICAL COMMITTEES TO NATIONAL POLITICAL PARTY COMMITTEES AND OTHER POLITICAL COMMITTEES. Section 315(a) of the Federal Election Campaign Act of 1971 (2 U.S.C. 441a(a)) is amended-- (1) in paragraph (2)(B), by striking out `$15,000' and inserting in lieu thereof `$40,000'; and (2) in paragraph (2)(C), by striking out `$5,000' and inserting in lieu thereof `$20,000'. SEC. 2. EFFECTIVE DATE. The amendments made by section 1 shall apply with respect to elections taking place more than 2 years after the date of the enactment of this Act.
