Amends the Federal Election Campaign Act of 1971 to authorize an individual who is a resident of the State in which an election is held to make contributions to a candidate and the candidate's authorized committees which, in the aggregate, do not exceed $2,500.
Reduces from $5,000 to $2,500 the aggregate amount a multicandidate political committee may contribute to any candidate and the candidate's authorized committees with respect to any election for Federal office.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SPECIAL LIMITATION FOR RESIDENT CONTRIBUTIONS IN CONGRESSIONAL ELECTIONS. Section 315(a) of the Federal Election Campaign Act of 1971 (2 U.S.C. 441a(a)) is amended by adding at the end the following new paragraph: `(9) Notwithstanding paragraph (1)(A), with respect to an election for the office of Senator or Representative in, or Delegate or Resident Commissioner to, the Congress, an individual who is a resident of the State in which the election is held may make contributions to a candidate and his authorized committees which, in the aggregate, do not exceed $2,500.'. SEC. 2. REDUCTION IN THE LIMITATION ON CONTRIBUTIONS BY MULTICANDIDATE POLITICAL COMMITTEES TO CANDIDATES. Section 315(a)(2)(A) of the Federal Election Campaign Act of 1971 (2 U.S.C 441a(a)(2)(A)) is amended by striking out `$5,000' and inserting in lieu thereof `$2,500'. SEC. 3. EFFECTIVE DATE. The amendments made by this Act shall apply with respect to elections taking place more than 2 years after the date of the enactment of this Act.
