Amends Federal law to declare the preemption of State regulations that have been found by the Interstate Commerce Commission, upon motor carrier petition, to be in excess of Federal standards covering registration of motor carriers.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 11506(b) of title 49, United States Code, is amended by striking the second sentence and inserting in lieu thereof the following: `If, upon petition of a motor carrier, the Commission finds that a registration requirement of a State or political subdivision of a State imposes obligations in excess of the standards, such obligations shall not be effective, and such State or political subdivision may not enforce such obligations, after the date of such finding.'.
