Secure Senior Citizens Housing Act of 1989 - Amends the Housing Act of 1959 to: (1) prohibit cost containment requirements that limit security features in elderly and handicapped housing; and (2) encourage their inclusion in such housing's design.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the `Secure Senior Citizens Housing Act of 1989'. SEC. 2. PROHIBITION OF COST CONTAINMENT LIMITATIONS PREVENTING SECURITY DESIGN FEATURES IN SECTION 202 HOUSING. Section 202(i)(3) of the Housing Act of 1959 (12 U.S.C. 1701q(i)(3)) is amended by inserting after the period at the end of the 1st sentence the following: `The Secretary may not establish cost containment limitations that prevent or prohibit the inclusion of design features for the security of the residents, including exterior lighting and appropriate locks, doors, and windows.'. SEC. 3. ENCOURAGEMENT OF INCLUSION OF SECURITY DESIGN FEATURES IN SECTION 202 HOUSING. Section 202(k) of the Housing Act of 1959 (12 U.S.C. 1701q(k)) is amended by adding at the end the following new paragraph: `(3) The Secretary shall encourage the inclusion of design features for the security of the residents of housing assisted under this section, including exterior lighting and appropriate locks, doors, and windows.'.
