Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That it is the sense of Congress that the Secretary of the Navy, upon the request of the head of another Federal department or agency or of a private entity with an interest in oil spill research, should allow that department, agency, or entity to use the facilities of the Oil and Hazardous Materials Simulated Environmental Test Tank (OHMSETT) at Earle Naval Weapons Center, Leonardo, New Jersey, for research purposes.
