IN THE HOUSE OF REPRESENTATIVES January 23, 1990 Mr. KOLTER introduced the following bill; which was referred to the Committee on Ways and Means A BILL To extend nondiscriminatory treatment to the products of Czechoslovakia for 5 years. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. EXTENSION OF NONDISCRIMINATORY TREATMENT TO THE PRODUCTS OF CZECHOSLOVAKIA. Subject to section 2, during the 5-year period beginning on July 4, 1990, nondiscriminatory treatment (most-favored-nation treatment) applies to the products of the Czechoslovak Socialist Republic. SEC. 2. REQUIREMENT FOR BILATERAL COMMERCIAL AGREEMENT. The nondiscriminatory treatment provided for under section 1 shall apply only during such time within the 5-year period referred to in that section that there is in effect between the United States of America and the Czechoslovak Socialist Republic a commercial agreement that meets the requirements set forth in section 405(b) of the Trade Act of 1974 (19 U.S.C. 2435(b)); except that, notwithstanding the provisions of paragraph (1) of such section, the renewal of the commercial agreement after the date of the enactment of this Act shall be for a period ending not sooner than July 4, 1995. SEC. 3. COORDINATION WITH JACKSON-VANIK AMENDMENT. During the 5-year period referred to in section 1, the provisions of section 401, 402, 404, 405 (a) and (c), and 407 of the Trade Act of 1974 are suspended with respect to the Czechoslovak Socialist Republic except to the extent necessary for the inclusion of that country within the appropriate waiver procedures of section 402(d) for purposes of extending nondiscriminatory treatment (if the President decides to recommend such extension) to Czechoslovakian products after July 3, 1995.
