Amends the Harmonized Tariff Schedule of the United States to reduce, through December 31, 1992, the duty on certain machine tools that are products of East Germany.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That subchapter II of chapter 99 of the Harmonized Tariff Schedule of the United States is amended-- (1) by adding at the end of the U.S. notes thereto the following new note: `10.
