Amends the Harmonized Tariff Schedule of the United States to reduce the rate of duty on certain components of ionization smoke detectors to the same rate applied to ionization smoke detectors as a whole.

IN THE HOUSE OF REPRESENTATIVES February 21, 1990 Mr. HASTERT introduced the following bill; which was referred to the Committee on Ways and Means A BILL To correct the Harmonized Tariff Schedule of the United States as it applies to certain parts of ionization smoke detectors. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. CERTAIN PARTS OF IONIZATION SMOKE DETECTORS. Chapter 90 of the Harmonized Tariff Schedule of the United States is amended by inserting in numerical sequence the following new subheading with the article description having the same degree of indentation as the article description in subheading 9022.90.60: ---------------------------------------------------------------------------------------- ---------------------------------------------------------------------------------------- ` 9022.90.70 Of smoke detectors, ionization type 2.7% Free (A,B,E,IL) 2.1% (CA) 35% '. ---------------------------------------------------------------------------------------- SEC. 2. STAGING OF RATES. Any staged rate reduction of a rate of duty set forth in subheading 9022.29.40 of the Harmonized Tariff Schedule of the United States that was proclaimed by the President before the date of enactment of this Act and that takes effect after such date of enactment shall also apply to the corresponding rate of duty set forth in subheading 9022.90.70 (as added by section 1). SEC. 3. EFFECTIVE DATE. (a) IN GENERAL- The amendment made by section 1 shall apply with respect to goods entered, or withdrawn from warehouse for consumption, after the 15th day after the date of the enactment of this Act. (b) RELIQUIDATION- Notwithstanding section 514 of the Tariff Act of 1930 or any other provision of law, upon a request filed with the appropriate customs officer before the 90th day after the date of the enactment of this Act, any entry, or withdrawal from warehouse for consumption, of an article described in subheading 9022.90.70 of the Harmonized Tariff Schedule of the United States (as added by section 1) that was made-- (1) after December 31, 1988; and (2) on or before the 15th day after the date of the enactment of this Act; shall be liquidated or reliquidated as though such entry occurred on the day after such 15th day.
