Amends the Harmonized Tariff Schedule of the United States to suspend, through December 31, 1992, the duty on isophorone diisocyanate and trimethyl hexamethylene diisocyanate.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That subchapter II of chapter 99 of the Harmonized Tariff Schedule of the United States is amended by inserting in numerical sequence the following new heading: ------------------------------------------------------------------------------------------------------------------------------------------------------------------------- ------------------------------------------------------------------------------------------------------------------------------------------------------------------------- ` 9902.30.07 Isophorone diisocyanate and trimethyl hexamethylene diisocyanate (provided for in subheading 2929.10.40) Free No change No change On or before 12/31/92 '. ------------------------------------------------------------------------------------------------------------------------------------------------------------------------- SEC. 2. (a) The amendment made by the first section of this Act shall apply with respect to goods entered, or withdrawn from warehouse for consumption, on or after the 15th day after the date of the enactment of this Act. (b) Notwithstanding section 514 of the Tariff Act of 1930 or any other provision of law, upon proper request filed with the customs officer concerned on or before the 90th day after the date of the enactment of this Act, any entry of goods described in heading 9902.30.07 of the Harmonized Tariff Schedule of the United States (as added by the first section of this Act) that was made after December 31, 1988, and before the date of the enactment of this Act, shall be liquidated or reliquidated as though such entry had been made on the 15th day after the date of enactment of this Act.
