Tire Recycling Promotion Act

Tire Recycling Promotion Act - Directs the Secretary of Commerce to appoint a Director of Recycling Research and Information. Requires the Director to: (1) make grants to support research and development and studies related to innovative recycling technology, waste tire management, and manufacturing strategies to facilitate tire recycling; and (2) collect and disseminate information on tire reclamation technologies and markets for used tires.

Directs the Secretary to work to increase economic opportunities for tire recycling.

Authorizes appropriations.

To establish an Office of Recycling Research and Information in the Department
of Commerce, to require research on the recycling of scrap automotive tires,
and for other purposes.
  Be it enacted by the Senate and House of Representatives of the United
  States of America in Congress assembled,
SECTION 1. SHORT TITLE.
  This Act may be cited as the `Tire Recycling Promotion Act'.
SEC. 2. OFFICE OF RECYCLING RESEARCH AND INFORMATION.
  (a) ESTABLISHMENT- Not later than 6 months after the date of the
  enactment of this Act, the Secretary of Commerce, in consultation with
  the Administrator of the Environmental Protection Agency, shall appoint
  a Director of Recycling Research and Information.
  (b) FUNCTIONS- The Director of Recycling Research and Information--
  (1) shall make grants under subsection (c) and under section 3; and
  (2) shall collect, catalog, and disseminate information to interested
  persons regarding waste disposal and recycling technology.
  (c) GRANTS- The Director of Recycling Research and Information shall make
  grants to public and private entities to support research and development
  by such entities relating to innovative recycling technology.
  (d) PAY- The Director of Recycling Research and Information shall be paid
  at a rate, determined by the Secretary of Commerce, that is less than the
  rate of basic pay payable for positions under section 5316 of title 5,
  United States Code.
SEC. 3. WASTE TIRE RECYCLING RESEARCH.
  (a) WASTE TIRE RESEARCH GRANTS- The Director of Recycling Research and
  Information shall make grants to public and private entities for studies
  to determine the following:
  (1) The extent of problems created by waste tires in landfills and waste
  tire piles (such as mosquitoes and fires).
  (2) The feasibility of requiring that all tires be shredded before
  landfilling.
  (3) The feasibility of prohibiting landfilling of tires or requiring
  shredding prior to disposal.
  (4) The adequacy of current systems for managing waste tires.
  (5) The feasibility of innovative techniques for reclaiming or recycling
  waste tires, including systems to create new tires using waste tires and
  techniques to create other durable products and construction material from
  waste tires.
  (6) Possible tire manufacturing strategies that facilitate recycling.
  (b) REPORT- Not later than 2 years after the date of the enactment of this
  Act, the Secretary of Commerce shall submit to Congress a report containing
  the results of the research conducted under subsection (a).
  (c) AVAILABILITY OF INFORMATION- The Director of the Office of Recycling
  Research and Information shall collect, catalog, and disseminate to all
  interested parties information on tire reclamation technologies and markets
  for used tires.
  (d) ECONOMIC OPPORTUNITIES- The Secretary of Commerce shall work with
  tire manufacturers, State governments, conservation organizations, and
  the public to increase economic opportunities for the recycling of tires,
  including efforts to create markets for used tires.
SEC. 4. AUTHORIZATION OF APPROPRIATIONS.
  There are authorized to be appropriated to the Director of Recycling
  Research and Information appointed pursuant to section 2, for making grants
  and carrying out other activities authorized by this Act, not more than
  $10,000,000 for fiscal year 1991.
