IN THE HOUSE OF REPRESENTATIVES March 20, 1990 Mr. IRELAND introduced the following bill; which was referred to the Committee on Armed Services A BILL To prohibit the Department of Defense from obligating any funds appropriated for fiscal year 1991 for advance procurement until the fiscal year 1992 five-year defense plan is submitted to Congress pursuant to law. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. PROHIBITION OF OBLIGATION OF ADVANCE PROCUREMENT FUNDS PENDING SUBMISSION TO CONGRESS OF FIVE-YEAR DEFENSE PLAN AS REQUIRED BY LAW. Funds appropriated for the Department of Defense for fiscal year 1991 for procurement may not be obligated for advance procurement until 30 days after the date on which the Secretary of Defense submits to Congress the five-year defense program (including associated annexes) covering fiscal years 1992 through 1996 required (by section 114a of title 10, United States Code) to be submitted to Congress in conjunction with the President's budget for fiscal year 1992. The Secretary shall ensure that such a five-year defense program as submitted to Congress meets the requirements for consistency with the President's budget set forth in subsection (b) of section 114a of such title.
