IN THE HOUSE OF REPRESENTATIVES May 17, 1990 Mr. SOLOMON (for himself, Mr. MARKEY, Mr. ROSE, and Mr. SCHULZE) introduced the following bill; which was referred to the Committee on Ways and Means A BILL To deny the People's Republic of China most-favored-nation trade treatment. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. DENIAL OF MOST-FAVORED-NATION TRADE TREATMENT TO THE PEOPLE'S REPUBLIC OF CHINA. Notwithstanding any other provision of law-- (1) the President shall terminate or withdraw any portion of any trade agreement or treaty that relates to the provision of nondiscriminatory (most-favored-nation) trade treatment to the People's Republic of China, (2) the People's Republic of China shall be denied nondiscriminatory (most-favored-nation) trade treatment by the United States and the products of the People's Republic of China shall be subject to the rates of duty set forth in column number 2 of the Harmonized Tariff Schedule of the United States, and (3) the People's Republic of China may not be provided nondiscriminatory (most-favored-nation) trade treatment under any provision of title IV of the Trade Act of 1974 (19 U.S.C. 2431, et seq.). SEC. 2. EFFECTIVE DATE. The provisions of this Act shall apply with respect to articles entered, or withdrawn from warehouse, for consumption after the date that is 15 days after the date of enactment of this Act.
