Safe Senior Citizens Housing Act of 1990 - Amends the Housing Act of 1959 to prohibit cost containment limitations that prevent the inclusion of fire safety features (including automatic smoke detectors and sprinkler systems) under the housing for the elderly or handicapped program.

IN THE HOUSE OF REPRESENTATIVES July 31, 1990 Mr. COURTER introduced the following bill; which was referred to the Committee on Banking, Finance and Urban Affairs A BILL To permit the inclusion of appropriate fire safety features in housing for elderly and handicapped families under section 202 of the National Housing Act. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the `Safe Senior Citizens Housing Act of 1990'. SEC. 2. PROHIBITION OF COST CONTAINMENT LIMITATIONS PREVENTING FIRE SAFETY FEATURES IN SECTION 202 HOUSING. Section 202(i)(3) of the Housing Act of 1959 (12 U.S.C. 1701q(i)(3)) is amended by inserting after the period at the end of the first sentence the following new sentence: `The Secretary may not establish cost containment limitations that prevent or prohibit the inclusion of design features that reduce the threat of loss of life or property from fire occurring in a dwelling unit or project, including automatic fire and smoke detectors and sprinkler systems.'. SEC. 3. ENCOURAGEMENT OF INCLUSION OF FIRE SAFETY DESIGN FEATURES IN SECTION 202 HOUSING. Section 202(k) of the Housing Act of 1959 (12 U.S.C. 1701q(k)) is amended by adding at the end the following new paragraph: `(3) The Secretary shall encourage the inclusion of design features to provide for the safety of residents of housing assisted under this section with respect to fire hazards, including automatic fire and smoke detectors and sprinkler systems installed in accordance with the standards for such features issued by the National Fire Protection Association and approved as American National Standards.'.
