Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the `Comprehensive Lyme Disease Act of 1989'. SEC. 2. ESTABLISHMENT OF GRANT PROGRAM FOR RESEARCH, TREATMENT, AND PUBLIC EDUCATION WITH RESPECT TO LYME DISEASE. Part B of title III of the Public Health Service Act (42 U.S.C. 243 et seq.) is amended by adding at the end the following new section: `RESEARCH, TREATMENT, AND PUBLIC EDUCATION WITH RESPECT TO LYME DISEASE `SEC. 320A. (a) The Secretary may make grants to public and nonprofit private entities to assist such entities in carrying out programs of research, treatment, and public education with respect to Lyme disease. `(b)(1) With respect to programs of research and treatment, subsection (a) shall be carried out by the Secretary, acting through the Director of the National Institutes of Health. `(2) With respect to programs of public education, subsection (a) shall be carried out by the Secretary, acting through the Director of the Centers for Disease Control. `(c) The Secretary may not make a grant under subsection (a) unless-- `(1) an application for the grant is submitted to the Secretary; `(2) with respect to carrying out the purpose for which the grant is to be made, the application provides assurances of compliance satisfactory to the Secretary; and `(3) the application otherwise is in such form, is made in such manner, and contains such agreements, assurances, and information as the Secretary determines to be necessary to carry out such subsection. `(d)(1) For the purpose of carrying out programs of research and treatment under subsection (a), there is authorized to be appropriated $2,500,000 for each of the fiscal years 1990 through 1992. `(2) For the purpose of carrying out programs of public education under subsection (a), there is authorized to be appropriated $1,000,000 for each of the fiscal years 1990 through 1992.'.
