Amends the Federal criminal code to repeal provisions that limit the exemption of State-authorized lottery and similar enterprises from prohibitions on promotion to those that are conducted: (1) by not-for-profit or government organizations; or (2) as promotional activities that are clearly occasional and ancillary to the primary business of the commercial organizations involved.
