Provides that the United States shall continue to support multinational efforts to maintain economic sanctions against Iraq until all Iraqi forces and personnel are withdrawn from Kuwait.
Bars the U.S. armed forces from engaging in offensive military action against nonmilitary or military targets or forces in Iraq or Kuwait for at least one year.

Whereas the Iraqi invasion of Kuwait and Iraqi violence against the Kuwaiti people have been condemned by the United States and the large majority of world nations; Whereas numerous former Secretaries of Defense, 2 former heads of the Joint Chiefs of Staff, and 1 former Secretary of the Navy agree that economic sanctions against Iraq have been effective in nearly eliminating the flow of goods and capital into and out of Iraq and Iraqi-occupied Kuwait; Whereas such former officials further agree that economic sanctions stand a good chance of securing the withdrawal of Iraq from Kuwait within a reasonable time, but January 15, 1991, is too soon to expect sanctions to have that effect; Whereas viable diplomatic options to achieve the withdrawal of Iraq from Kuwait continue to exist; and Whereas any offensive United States military action would unnecessarily expose tens of thousands of United States military forces and innocent civilians to the casualties of a shooting war, be extremely expensive financially, and risk long-term military and political instability in the Persian Gulf region: Now, therefore, be it Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That-- (1) the United States shall continue to support multinational efforts to maintain economic sanctions against Iraq until all Iraqi forces and personnel are withdrawn from Kuwait; and (2) United States Armed Forces shall engage in no offensive military action against nonmilitary or military targets or forces in Iraq or Kuwait for at least one year from the date of the enactment of this resolution.
