Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the `International Family Planning Protection Act'. SECTION 2. RESTRICTION REGARDING CRITERIA FOR DETERMINING ELIGIBILITY OF ORGANIZATIONS TO RECEIVE INTERNATIONAL POPULATION ASSISTANCE. (a) CRITERIA FOR SELECTING RECIPIENT ORGANIZATIONS- International population assistance funds may not be denied to nongovernmental organizations or multilateral organizations on the basis of any criterion that is not applicable to foreign governments that receive such funds. (b) DEFINITION- As used in subsection (a), the term `international population assistance funds' means any funds appropriated to carry out chapter 1 of part I of the Foreign Assistance Act of 1961 (relating to development assistance functional accounts), chapter 10 of part I of that Act (relating to the Development Fund for Africa), or chapter 4 of part II of that Act (relating to the Economic Support Fund) that are made available for population activities.
