Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the `Defense Environmental Activities Act'. SEC. 2. AUTHORIZATION OF FUNDS FOR ENVIRONMENTAL ACTIVITIES OF THE DEPARTMENT OF DEFENSE. (a) AUTHORIZATION FOR ENVIRONMENTAL RESTORATION- Funds are hereby authorized to be appropriated for fiscal year 1992 for the use of the Armed Forces and other activities and agencies of the Department of Defense for expenses, not otherwise provided for, for environmental restoration, defense, in the amount of $1,500,000,000. (b) FUNDING REQUIREMENT FOR OTHER ENVIRONMENTAL ACTIVITIES- (1) Of the funds appropriated to the Department of Defense for fiscal year 1992, at least $1,600,000,000 shall be obligated or expended for environmental activities. (2) For purposes of this subsection, the term `environmental activities' means activities (other than environmental restoration) carried out by the Department of Defense for purposes of (A) complying with any applicable Federal, State, or local environmental protection law, or (B) protecting the environment. At a minimum, the term includes all activities for which funding level requirements are identified in the report submitted under section 2706(b)(1)(A) of title 10, United States Code. SEC. 3. ADDITIONAL REQUIREMENTS FOR ENVIRONMENTAL REPORT. Section 2706(b) of title 10, United States Code, is amended by adding at the end the following new subparagraphs: `(H) A statement of the amounts obligated in the most recently completed fiscal year, and estimated to be allocated in the current fiscal year, for Department of Defense compliance with applicable environmental laws, set forth separately for the Department of Defense as a whole and for each military installation. `(I) A statement of the amounts obligated in the most recently completed fiscal year, and estimated to be allocated in the current fiscal year, for the waste minimization programs established pursuant to section 354 of the National Defense Authorization Act for Fiscal Years 1990 and 1991 (Public Law 101-189; 103 Stat. 1424), set forth separately for the Department of Defense as a whole and for each military installation.'.
