IN THE HOUSE OF REPRESENTATIVES April 30, 1991 Mr. HOCHBRUECKNER introduced the following bill; which was referred to the Committee on Merchant Marine and Fisheries A BILL To require the Secretary of Commerce to establish a program for providing grants to projects that promote composting of solid waste produced by commercial and recreational fishing. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. PROMOTING COMPOSTING OF SOLID WASTE PRODUCED BY COMMERCIAL AND RECREATIONAL FISHING. The Secretary of Commerce, acting through the National Sea Grant College Program and in consultation with the Director of the National Marine Fisheries Service, shall establish a program for providing grants to projects that promote composting of solid waste produced by commercial and recreational fishing.
