Directs the Administrator of General Services to review each current contract for leased motor vehicles for the House of Representatives and recommend an alternative (least expensive) plan for leasing of vehicles for any Member with a lease at a rate above the terms available through the General Services Administration (GSA).
Requires all motor vehicle leasing for the House to be conducted through GSA beginning on January 3, 1993.
Permits Members to lease: (1) the least expensive full size American made motor vehicle that is appropriate for the official business involved; and (2) directly if terms of lease are equal or better than GSA terms.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. REVIEW OF EXISTING HOUSE OF REPRESENTATIVES MOTOR VEHICLE LEASES. The Administrator of General Services shall review each contract for leased motor vehicles presently in force for the House of Representatives and recommend an alternative (least expensive) plan for leasing of vehicles for any Member of the House of Representatives with a lease at a rate above the terms available through the General Services Administration. SEC. 2. FUTURE LEASING TO BE CONDUCTED THROUGH THE GENERAL SERVICES ADMINISTRATION. Beginning on January 3, 1993, all motor vehicle leasing for the House of Representatives shall be conducted through the General Services Administration. Members shall be permitted to lease the least expensive full size American made motor vehicle that is appropriate for the official business involved. Members may, if terms of lease are equal or better than General Services Administration terms, lease directly.
