Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. REQUIREMENT FOR CONVEYANCE OF NATIONAL WILDLIFE REFUGE SYSTEM LANDS ON LONG ISLAND, NEW YORK. (a) REQUIREMENT FOR VALID CONVEYANCE- A conveyance of lands that are part of the Long Island Refuge System shall not be valid unless the deed of conveyance prohibits in perpetuity commercial development of the lands. (b) REQUIREMENT TO INCLUDE PROHIBITION IN DEEDS- The Secretary of the Interior shall include in the deed of conveyance for any lands in the Long Island Refuge System that are conveyed by the Secretary, terms adequate to prohibit in perpetuity the commercial development of the land. (c) APPLICATION- Subsections (a) and (b) apply to conveyances of lands occurring after the date of the enactment of this Act. (d) LONG ISLAND REFUGE SYSTEM DEFINED- In this section, the term `Long Island Refuge System' means the federally-owned lands and waters that are part of any of the following units of the National Wildlife Refuge System: (1) Wertheim National Wildlife Refuge. (2) Target Rock National Wildlife Refuge. (3) Oyster Bay National Wildlife Refuge. (4) Elizabeth A. Morton National Wildlife Refuge. (5) Seatuck National Wildlife Refuge. (6) Conscience Point National Wildlife Refuge. (7) Amagansett National Wildlife Refuge. (8) Lido Beach Wildlife Management Area.
