Amends the Harmonized Tariff Schedule of the United States to suspend, through December 31, 1994, the duty on: (1) 4-picolylchloride Hc1; (2) 2H-indol-2-one, 1,3-dihydro-1-phenyl-3- (4-pyridinylmethylene); (3) linopirdine (active), 3,3-bis (4-pyridinylmethyl)-1,3-dihydro-1-phenyl-2H- indole-2-one; and (4) AVIVA (tablet formulation).

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. TEMPORARY SUSPENSION OF DUTY. APPLICABILITY. (a) IN GENERAL- The amendments made by section 1 apply with respect to goods entered, or withdrawn from warehouse for consumption, on or after the 15th day after the date of the enactment of this Act. (b) RETROACTIVE PROVISION- Notwithstanding section 514 of the Tariff Act of 1930 or any other provision of law, upon proper request filed with the appropriate customs officer within 180 days after the 15th day after the date of the enactment of this Act, any entry or withdrawal from warehouse-- (1) that was made after December 31, 1990, and before such 15th day; and (2) with respect to which there would have been a lower duty if any amendment made by section 1 applied to such entry or withdrawal; shall be liquidated or reliquidated as though such amendment applied to such entry or withdrawal.
