Amends the Bankruptcy Judges, United States Trustees, and Family Farmer Bankruptcy Act of 1986 to: (1) postpone from October 1, 1993, to October 1, 1995, repeal of provisions concerning the debt adjustment of a family farmer with regular annual income; and (2) modify the guidelines for court-authorized extension of the filing period for bankruptcy plans by a family farmer.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. EXTENSION OF TIME PERIOD. The first sentence of section 302(f) of the Bankruptcy Judges, United States Trustees, and Family Farmer Bankruptcy Act of 1986 (Public Law 99-554; 100 Stat. 3124) is amended by striking `1993' and inserting `1995'. SEC. 2. FILING OF PLAN. Section 1221 of title 11, United States Code, is amended by striking `if an extension is substantially justified.' and inserting the following: `if-- `(1) the need for an extension is attributable to circumstances for which the debtor should not be held responsible; and `(2) the extension will not unduly delay administration of the case.'.
