For the relief of Ruth C. Ward.

Directs the Secretary of Veterans Affairs to pay to a named individual an amount equal to that which would have been received by her late husband as disability compensation for cerebrovascular injuries incurred by him as a result of his hospitalization and surgical treatment at the Veterans Administration Medical Center in Memphis, Tennessee.

A BILL
For the relief of Ruth C. Ward.
  Be it enacted by the Senate and House of Representatives of the United
  States of America in Congress assembled,
SECTION 1. AWARD OF DISABILITY COMPENSATION.
  The Secretary of Veterans Affairs shall pay to Ruth C. Ward of Troy,
  Tennessee, an amount equal to the amount that would have been received by
  her late husband, Robert I. Ward, for the period beginning January 9, 1978,
  and ending April 17, 1982, as disability compensation for cerebrovascular
  injuries incurred by him as a result of his hospitalization and surgical
  treatment at the Veteran's Administration Medical Center in Memphis,
  Tennessee.
SEC. 2. LIMITATION ON FEES.
  (a) IN GENERAL- No more than 10 percent of the amount paid pursuant
  to section 1 shall be paid to or received by any agent or attorney for
  services rendered in connection with the claim described in such section.
  (b) ENFORCEMENT- Any person violating the provisions of this section shall
  be fined not more than $1,000.
