IN THE HOUSE OF REPRESENTATIVES April 1, 1992 Mr. MCGRATH (for himself, Mr. FEIGHAN, Mr. LIVINGSTON, Mr. SOLOMON, Mr. MARKEY, Mr. BLILEY, Mr. DICKENSON, Mr. SCHULZE, Mr. LOWERY of California, Mr. RITTER, Mr. GREEN, Mrs. MORELLA, Mr. PALLONE, Mr. VANDER JAGT, Mr. FRANK of Massachusetts, Mr. GILCHREST, Mr. HYDE, and Mr. KOLTER) submitted the following resolution; which was referred to the Committee on Foreign Affairs RESOLUTION Concerning observance by the Government of Romania of the human rights of the Hungarians in Transylvania. Whereas the Government of Romania has entered into international agreements and accords (including the Paris Peace Treaty in 1947, the International Covenant on Civil and Political Rights, the International Covenant on Economic, Social, and Cultural Rights and the Helsinki Final Act of the Conference on Security and Cooperation in Europe of 1975, as amended by the Paris Charter of 1990) which guarantee the human rights of its citizens without any discrimination as to religion and national origin; Whereas the 1991 Constitution of the Romanian Republic confers wide-ranging rights upon the cohabiting nationalities in Romania; Whereas, the province of Transylvania, containing at least two million five hundred thousand Hungarians and constituted part of the Hungarian Kingdom for a millennium, was ceded to Romania in the 1920 Trianon Peace Treaty; Whereas the fate of Hungarians of Transylvania has been denationalization under the various Romanian governments, whether Royalist, Fascist, and Communist; and Whereas continued ethnic tensions constitute a threat to peace and order in Europe and should be resolved before creating further bloodshed, as in Tirgu Mures (Marosvasarhely) in March 1991: Now, therefore, be it Resolved, That the House of Representatives-- (1) urges the Government of Romania to uphold all existing human rights treaties and decrees to ensure the safety of the minorities who reside in Romania, and (2) requests the President and the Secretary of State to discuss the issues of the human cultural and self-determination rights of the Hungarians of Transylvania with the Government of Romania, and other appropriate governments, including the Conference on Security and Cooperation in Europe.
