Expresses the sense of the House of Representatives to foster and encourage the development of the U.S. merchant marine.

IN THE HOUSE OF REPRESENTATIVES May 13, 1992 Mr. MCGRATH submitted the following resolution; which was referred to the Committee on Merchant Marine and Fisheries RESOLUTION Concerning recognition of the United States merchant marine by the United States House of Representatives. Whereas it is necessary for the national defense and the development of its foreign and domestic commerce that the United States shall have a merchant marine to sufficiently carry its domestic waterborne commerce and a substantial portion of the export and import foreign commerce of the United States; Whereas it is essential to provide shipping service on all routes vital for maintaining the flow of such domestic and foreign waterborne commerce at all times; Whereas it is paramount that a merchant marine, as a naval and military auxiliary, be a vital component of this country's defense scheme in the time of war and national emergency; and Whereas it is fundamental that the merchant marine own and operate under the United States flag, by citizens of the United States, insofar as may be practicable, and composed of the best equipped, safest, and most suitable types of vessels, constructed in the United States and manned with a trained and efficient citizen personnel: Now, therefore, be it Resolved, That it is the sense of the United States House of Representatives to foster and encourage the development of the United States merchant marine.
