A BILL
To make emergency supplemental appropriations for fiscal year 1993 to
provide refugee impact assistance for the States of Florida,
Massachusetts, and New York.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Refugee Impact Assistance
Supplemental Appropriations Act for Fiscal Year 1993''.
SEC. 2. EMERGENCY SUPPLEMENTAL APPROPRIATIONS.
The following sums are appropriated, out of any money in the
Treasury not otherwise appropriated, to provide emergency supplemental
appropriations for fiscal year 1993:

Administration for Children and Families
refugee and entrant assistance
For an additional amount for ``Refugee and entrant assistance'' for
the purpose of targeted assistance grants to States for unreimbursed
refugee assistance expenses, $151,199,713, of which amount--
(1) $1,098,000 shall be made available to Florida, $274,500
shall be made available to Massachusetts, and $457,500 shall be
made available to New York, for unreimbursed expenses resulting
from the entry into the United States on or before June 18,
1993 of HIV-infected Haitian refugees; and
(2) $149,369,713 shall be made available to Florida for
unreimbursed expenses resulting from the entry into the United
States of Cuban refugees during the Mariel boatlift.
SEC. 3. EMERGENCY DESIGNATION.
(a) Designation by Congress.--The Congress hereby designates the
entire amount provided in section 2 as an emergency requirement for all
purposes of the Balanced Budget and Emergency Deficit Control Act of
1985.
(b) Requirement of Designation by President.--The amount provided
in section 2 shall be available only to the extent of a specific dollar
amount for the purpose specified in such section that is included in an
official budget request submitted by the President to the Congress and
that is designated as an emergency requirement for all purposes of the
Balanced Budget and Emergency Deficit Control Act of 1985.
