Electronic Terminal Disclosure Act of 1995 - Amends the Electronic Fund Transfer Act to mandate that fee disclosure regulations require an electronic terminal operator to disclose to consumers at the time of an electronic fund transfer transaction the amount of any fee imposed for providing the service.

A BILL
To amend the Electronic Funds Transfer Act to require fee disclosures
by operators of electronic terminals at which electronic fund transfer
services are made available to consumers.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Electronic Terminal Disclosure Act
of 1995''.
SEC. 2. ELECTRONIC FUND TRANSFER FEE DISCLOSURES AT ELECTRONIC
TERMINALS.
Section 904 of the Electronic Fund Transfer Act (15 U.S.C. 1693b)
is amended--
(1) by striking ``(d) In the event'' and inserting ``(d)
Applicability to Service Providers Other Than Certain Financial
Institutions.--
``(1) In general.--In the event''; and
(2) by adding at the end the following new paragraphs:
``(2) Fee disclosures at electronic terminals.--The
regulations prescribed under paragraph (1) shall require any
person who operates an electronic terminal at which electronic
fund transfer services are made available to any consumer to
provide notice to the consumer (at the time the service is
provided at any such terminal) of the amount of any fee imposed
by such person for providing the service.''.
