To authorize immediate haying and grazing during 1996 on certain lands 
enrolled in the conservation reserve program in the State of Tennessee.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. EMERGENCY HAYING AND GRAZING ON CERTAIN CONSERVATION RESERVE 
              PROGRAM ACREAGE IN TENNESSEE.

    (a) Haying and Grazing Authorized.--Notwithstanding section 
1232(a)(7) of the Food Security Act of 1985 (16 U.S.C. 3832(a)(7)), the 
owner or operator of a farm or ranch located in the State of Tennessee 
may hay and graze land that--
            (1) is part of that farm or ranch;
            (2) is enrolled in the conservation reserve established 
        under subchapter B of chapter 1 of subtitle D of title XII of 
        such Act (16 U.S.C. 3831 et seq.); and
            (3) is designated as conservation practice 1 land.
    (b) Effective Period.--Subsection (a) shall be effective during the 
period beginning on the date of the enactment of this Act and ending on 
September 30, 1996.
