Transfers entities and functions under the Chief Administrative Officer of the House of Representatives (including the House Barber and Beauty Shops and Information Systems) and those of the Architect of the Capitol (with respect to the House) to private sector providers by the end of the 104th Congress.
Amends rule VII of the Rules of the House to require a visiting chaplain designated by a Member chosen by the Speaker of the House, on a rotating basis, to attend the commencement of each day's sitting of the House and open the same with prayer. (Currently, such duty is assigned to the chaplain.)

RESOLUTION
Requiring the transfer to private sector providers of responsibility
for certain administrative and maintenance entities and functions of
the House of Representatives, and for other purposes.
Resolved,
SECTION 1. TRANSFER OF RESPONSIBILITY FOR CERTAIN ADMINISTRATIVE
FUNCTIONS TO PRIVATE SECTOR PROVIDERS.
(a) In General.--Not later than the end of the One Hundred Fourth
Congress, the House of Representatives entities and functions specified
in subsection (b) shall be transferred to private sector providers by
contract or other appropriate means.
(b) Entities and Functions Specified.--The entities and functions
referred to in subsection (a) are--
(1) the entities and functions under the Chief
Administrative Officer, including the House Barber Shop, the
House Beauty Shop, House Information Systems, and provision of
furniture, furnishings, still photography, office supplies,
carpet, venetian blinds, and draperies; and
(2) the entities and functions of the Architect of the
Capitol with respect to the House of Representatives, including
maintenance of the House of Representatives wing of the Capitol
and House office buildings, parking, and maintenance of those
portions of the Capitol grounds that are under the jurisdiction
of the House of Representatives.
SEC. 2. OFFICE OF THE CHAPLAIN.
(a) In General.--Rule VII of the Rules of the House of
Representatives is amended to read as follows:
``Rule VII.
``opening prayer
``A visiting chaplain designated by a Member chosen by the Speaker,
on a rotating basis, shall attend at the commencement of each day's
sitting of the House and open the same with prayer.''.
(b) Effective Date.--The amendment made by subsection (a) shall
take effect at the beginning of the second session of the One Hundred
Fourth Congress.
