Mr. Farr of California submitted the following resolution; which was
referred to the Committee on Economic and Educational Opportunities

RESOLUTION
To commend the community leaders of the Monterey Peninsula on the
central California coast for their encouragement, support, and
sponsorship of language diversity.
Whereas industries of the United States must be able to compete in the
international marketplace in order for the United States to remain a
global leader;
Whereas the United States, in recent years, has shifted from a nation of
providers of goods to a nation of providers of service ;
Whereas if the United States is to remain competitive as a nation of providers
of service, the people of the United States must speak the languages of
their customers;
Whereas when communities promote the use of available language resources, this
sends a strong signal to other countries that the United States will
remain globally competitive; and
Whereas the Monterey Peninsula on the Central California Coast is home to the
most diversified professional language resources in the United States,
including the Defense Language Institute, the Naval Post Graduate
School, the AT&T Language Line, the Monterey Institute of International
Studies, California State University at Monterey Bay, the University of
California at Santa Cruz, and Monterey Peninsula College: Now,
therefore, be it
Resolved, That the House of Representatives--
(1) commends community leaders of the Monterey Peninsula on
the central California coast for recognizing, embracing, and
promoting language resources;
(2) endorses the community's efforts to make these
resources available throughout the United States;
(3) applauds the goals of the community's public-private
partnership which has launched the ``Monterey Language Capital
of the World'' initiative to ensure the continued global
leadership of the United States; and
(4) encourages other communities to embrace and use their
valuable language resources for the benefit of their
communities, and for prosperity of their regions, States, and
the United States.
